ATA Carnet Now Available in the Philippines: A Game-Changer for Importers and Exporters

The introduction of the ATA Carnet in the Philippines marks a significant milestone for the local business community, offering a streamlined, cost-effective tool for international trade. This “passport for goods” simplifies customs procedures, enabling smoother and more efficient importation and exportation. 

At the recent launch event at the Manila Hotel, hosted by the Philippine Chamber of Commerce and Industry (PCCI), Customs Commissioner Bienvenido Y. Rubio expressed his gratitude to both public and private sector partners who worked tirelessly to implement the ATA Carnet. He highlighted the years of dedication that led to this achievement, thanking the Department of Finance (DOF), Department of Trade and Industry (DTI), ICC World ATA Council, and ICC Philippines for their guidance. 

The ATA Carnet is an international customs document recognized in over 80 countries, allowing goods to be temporarily imported and exported without paying duties and taxes. DOF Undersecretary Charlito Martin Mendoza emphasized that this development not only positions the Philippines alongside other nations embracing this tool but also enhances global connectivity and cooperation. 

Undersecretary Mendoza also highlighted three key benefits using the acronym ATA:

  • Access: Provides access to new international markets and trade exhibitions.
  • Trade Efficiency: Streamlines customs operations by reducing paperwork and simplifying formalities.
  • Assurance: Ensures revenue protection by requiring a security deposit for goods not re-exported within the stipulated timeframe. 

For the business community, the ATA Carnet reduces the administrative burden, speeding up border crossings and eliminating duties on goods intended for temporary use abroad. This is particularly beneficial for companies involved in trade shows, exhibitions, and the temporary export of professional equipment. 

Former Secretary of Trade and Industry Alfredo E. Pascual. George T. Barcelon, chairman of ICC Philippines and the PCCI, as well as the PCCI Presdient Enunina Mangio encouraged businessmen to avail of the ATA Carnet to grow their business. PCCI EVP Ferdinand A. Ferrer discussed the benefits and how to apply for a Carnet with the PCCI.  

The ATA Carnet fosters global trade by encouraging Philippine businesses to explore new markets with reduced financial risks.
